Since January 17, 2006, SAFER has gutted more than 80 houses and significantly helped rebuild an additional 9 homes throughout the city. SAFER works primarily with college students and matches their time and abilities to families who could not afford to rebuild their homes and lives given that they were uninsured and contractor rates have significantly increased following the storm. With our help, these families can save as much as $80,000 in labor costs. Those who have been most able to return home after the storm are upper-class families or those who had insurance. Many families who have lived here for generations are poor and were underinsured and are not financially capable of recovery. The learning objectives are:
• Socioeconomic impact of the storm/recovery
• The concept of a citizen’s right to return
